Assistant Secretary General of the Union of Arab Constitutional Courts and Councils
The Union of Arab Constitutional Courts and Councils was established, in implementation of what was agreed upon in the preparatory meeting held in Cairo on February 25-26, 1997, and then the founding meeting held in Algeria on June 25-26, 1997. With the aim of deepening the concepts of the constitutional judiciary in the Arab world, consolidating its role in protecting rights and freedoms, upholding the principle of the supremacy of the constitution, facilitating the exchange of experiences, enriching constitutional knowledge among specialists in the constitutional judiciary, and desiring to establish an Arab organization of constitutional courts and councils and similar bodies.
If constitutional control is at the forefront of the means devised by constitutional science to protect constitutions from attempts to attack them, it is the one that restores the legislative or executive authority to the fold of legitimacy, preserves it from deviation and prevents the concentration of power in one hand. It is the best implementation of the principle of separation of powers and the realization of the people’s sovereignty in a practical way …. The concern for the constitutional control, or the courts or councils who are based on it, is logical.
In addition, it is in itself a concern for the rights and freedoms of the citizen and a real activation of the constitutional control, and at the same time a protection for countries and the stability of states. I had the honor of being elected Assistant Secretary-General of the Union of Arab Constitutional Courts and Councils by your esteemed General Assembly in the eleventh session in Cairo via video conference on March 22, 2022, for four years, in a precedent that is the first in the history of the UACCC after its tasks diverged, so, I will do my best with His Excellency the venerable justice Boulos Fahmy Iskandar – Secretary General of the Union to raise this precious edifice with a remarkable development.
If the Union – I followed its previous activity with interest and pride – has accomplished a lot, we hope to achieve more, especially in the various scientific fields. In order to enrich the discussion and deepen the studies to deduce a unified Arab constitutional theories and philosophies that are watered from the sources of pure Arab thought.
We have got -with your support- a great ambition to accomplish many tasks in the coming period. We look forward to more Arab-Arab, Arab- foreign harmony and cooperation.
We look forward to expanding our Arab Union to include more Arab brothers, in order to strengthen the bonds of joint Arab action.
I extend my thanks and appreciation to all of you for the trust you have given me, which I am very proud of, hoping for more support and assistance for the elevation of our country and the pride of our peoples.
I pray to Allah to help us all and to straighten our steps. Allah is the Guardian of that.
