Speech of HE Secretary General of the Union of Arab Constitutional Courts and Councils

Praise be to Allah, and may his blessings and peace be upon the most honored of messengers and the master of all creation.

I was honored to be elected as a Secretary-General of the Union of Arab Constitutional Courts and Councils, by the General Assembly of the Union in its tenth session in Cairo on 24th of April 2018 for four years.

In this regard, I can only express my sincere gratitude and appreciation to the heads of the Arab Constitutional Courts and Councils of the Union, and also to the former Secretary-General of the Union, HE justice Dr. Hanafi Ali Gebali, senior vice-president of the Supreme Constitutional Court of Egypt. Hoping to follow his path in order to proceed with the success of the first generation, which marked the history of this union with its glories, as they have been and still high and lofty.

I have followed with proud and interest, the activity of the Union, which has completed its twentieth year, and that includes fifteen Arab countries that are concerned with the constitutional control as a sure guarantee of constitutional legitimacy and a driving force based on the principles of right and justice, in order to protect the rights and freedoms of citizen. The constitutional control bodies in our Arab countries have serious tasks that guarantee the dignity of the citizen and preserve his freedom, so that his belonging to the homeland remains a motive for fulfillment and giving. The control over the constitutionality of laws is a balanced control that does not tend to a direction over another, but rather to the provisions of constitution.

As well as the effective role of the Union in deepening the concepts of constitutional judiciary, defining public rights and freedoms, strengthening its role in protecting them, strengthening relations with similar international organizations, exchanging constitutional judgments, decisions and principles. Moreover, attending conferences enriched by discussions and the latest research and comments on judgments and decisions issued by constitutional courts and councils In order to disseminate judicial experiences and principles between the constitutional courts and councils at regional and international levels.

I thank you for your confidence, and I am looking forward to further support in order to strengthen the cooperation between the Union of Arab Constitutional Courts and Councils and similar bodies.

At this moment, I am pleased to wish you success and concerted efforts to serve and elevate constitutional judiciary in the Arab world, with sincere promises to do further efforts to promote and empower our constitutional organizations.
