Secretary General of the Union of Arab Constitutional Courts and Councils

Constitutional control of laws is considered the most effective means of protecting constitutions, preserving the constitutional limits of powers, and preventing them from being exceeded.

Various bodies exercise constitutional control over legislations, such as judicial control, political control, control exercised by courts or by councils, previous control and post-monitoring control… Multiple sources and diverse experiences.

In order to benefit from all these experiences, and to strengthen the bonds of cooperation between Arab countries in one of the most important fields, and to guarantee the rights and freedoms of individuals, the idea of ​​establishing an Arab union of courts and councils that exercise constitutional control of laws emerged.

As well as the dissemination of constitutional culture through the exchange of research, articles and studies related to constitutional control, as well as laws and decrees with laws and regulations.

 From this standpoint, an organizational entity has been established that brings together the constitutional control bodies in our Arab world under one umbrella to exchang information, ideas, experiences, judgments and decisions issued by courts and councils in member states.

The union appeared in 1997, yet the Union of Arab Constitutional Courts and Councils today differs from its inauguration, as the number of member states reached fifteen, and it also took great strides towards achieving its goals, and established the Scientific Research Committee, the magazine, scientific forums and the website. The Union has published a number of books on topics discussed in scientific forums.

I was honored to be elected Secretary-General of the Union of Arab Constitutional Courts and Councils by the Union’s General Assembly in the eleventh session, via video conferencing, in Cairo on 22nd of March 2022, for four years.

I was also honored by the election of my colleague, justice Dr. Abdelaziz Salman, Vice President of the Court, as Assistant Secretary-General of the Union, whom I nominated to help me is assuming this great responsibility.

We would like to make the Union a renaissance worthy of the size and stature of the greats who participated in it, in order to lay a brick in the building built by our esteemed colleagues, His Excellency the Honorable justice Muhammad Abdelkader, His Excellency the Honorable justice Dr. Hanafi Gebali, and His Excellency the Honorable justice Saeed Maree, with your continuous support for us.

After a quarter of a century has passed since the establishment of this union, we hope to accelerate the pace of development of its organs, especially in expanding its fields of activities to include scientific and cultural relations with some international organizations that carry out tasks similar to those carried out by our Arab Union, especially the Association of Constitutional Courts using the French Language, the Commission of Venice of the Council of European for democracy through law, and the Union of Constitutional Courts and Councils of Spanish-speaking Countries.

I thank all of you for the trust you have given me, which I cherish immensely, hoping for more support and assistance so that we may all rise with this union for the sake of the development of our country.
